Attracting structural funds for tourism,
entertainment areas, some
hotelier complexes development depends on the investor - urbanist
- local authorities relation, stated the Impact real estate society
president,
Dan Ioan Popp, at the General Meeting of the Municipalities Association
from Romania, quoted by Rompres and the financial electronic
publication www.SMARTfinancial.ro. On this event occasion held in
Mangalia, the vicepresident of the Architects Order from
Romania, Alexandru Balan, appreciated that "all the investors should
respect the General City Planning, the Areal City Planning and the
Detailed City Planning. These are not always corresponding from the
city planning point of view, are rather responding the investors
requests. Today, city planning is actually an endless struggle for
winning urban space, modeled today by the investor". The investments
are as much as necessary as the Constanta
Municipality has a cliff towards north, unbuilt, that must be
consolidated because it slides between seven and nine mm per year.
Also, a
development can be done from Constanta too, towards north until
Danube's piers, in wilder areas and much more favourable to tourism.
"The
investors are trapped between clients' requests and long term
expectances of local authorities. From the real estate developer point
of view, I think that the main problem that he is confrunting with is
related to the time problem – how much time is necessary for finishing
an investment measure, because it lasts longer, as the losses are more
significant for the clients, investors and local authority", Dan Ioan
Popp said. The participants present to the manifestation have
appreciated that there are premises of such a development in the
romanian seaside area. If there are investors such a development can be
accomplished, and a solid thincking can get to a very good long term
development. Zanfir Iorgus, Mangalia Municipality Mayor,
member in the director Committee of the Municipalities Association from
Romania, underlined that "each time that the local administration wants
to think of a development strategy will have to take count by all means
of the investors. The public - private partnership is one of the future
solutions, and developing investments in this line increases the tax
basis and implicit the incomes level in local budget". As
a matter of fact, Mangalia municipality has now about 50 hectares area,
available for houses building development. On structural funds they
succeeded accessing a bancking loan needed for projects participation
of the European Commission and together with the Ministry of
Integration they will sustain infrastructure assurance. "Once finished
the infrastructure, there is only one step for beginning houses
constructions: finding the partner", Iorgus appreciated. Mangalia
already benefits by financed projects on PHARE program 2004 - 2006: a
rehabilitation program of touristic Mangalia seaport, an investment of
five million EUR that will be finished in 2007, a rehabilitation
project of infrastrucutre area between Saturn and Venus resort, of 2,5
million EUR, specially of balneary tourism area. Another solution is
attracting tourists in the resorts of the romanian seaside in other
periods than summer. Speaking about this, the Mangalia Municipality
Mayor acknowledged that "there are problems in the recreation,
entertainment side, of covering the spare time in the most pleasant way
for visitors. There is a concern for developing better the recreation
area and for bringing so more tourists every period of the year".
